He was formerly Chairman and Secretary of the Party Committee of Shanghai Boiler Works, Co., Ltd., General Manager of Shanghai Diesel Engine Co., Ltd., General Manager and Secretary of the Party Committee of Shanghai CRC Rail Transportation Equipment Co., Ltd., President of Shanghai Electric Heavy Industry Group, Chairman of Shanghai Heavy Machinery Plant Co., Ltd., Vice President and COO of Shanghai Electric Group Co., Ltd., Secretary of the Party Committee and General Manager of Shanghai Zhangjiang (Group) Co., Ltd., and Vice Chairman of the Board of Directors of AVIC Commercial Aircraft Engine Co., Ltd. and Shanghai Electric Power Transmission & Distribution Group Co., Ltd. Mr. Chen graduated from Xi'an Jiaotong University with a bachelor's degree in Engineering, majoring in thermal energy and power engineering of power stations. He later obtained a MBA degree from CEIBS and a master's degree in professional accounting from the Chinese University of Hong Kong. He is a senior engineer.
