Boost Industrial Hazardous Waste Treatment with Tailored Measures

The annual quantity of hazardous wastes grows as the local economy rapidly develops in Haian, a county-level city administered by Nantong City. To enhance the city’s capacity in handling hazardous wastes, the CPC Haian Municipal Committee and municipal government have conducted rounds of field research to identify appropriate projects. The Nantong Haian Hazardous Waste Treatment Project covers an area of 220 mu (roughly 14.7 hectares) and costs 260 million RMB. Its capacities are: 10,000 tons/year (incineration), 15,000 tons/year (solidification), 21,000 tons/year (secure landfill). It can treat 32 kinds of hazardous wastes. The project broke ground in December 2016 and finished construction in September 2018 with an annual incineration capacity of 10,000 tons and landfill 13,000 tons. After obtaining the business certificate for hazardous waste (incineration) from the Environmental Protection Department of Jiangsu Province in December 2018, it began operation in January 2019. The incineration and production facility adopted in this project is designed according to the core processing plan made by CTU Clean Technology Universe AG, a Swiss company wholly acquired by Shanghai Electric Group. It meets requirements of domestic laws and regulations, and moreover, fully optimizes hazardous waste treatment procedures with reference to advanced European processing technologies and operation management models, which make “its software and hardware equivalent of European counterparts” and a new landmark in the Chinese hazardous waste treatment industry.

On April 8, 2019, Li Jianqiu, Vice General Manager of Nantong Guohai Environmental Protection Technology Co., Ltd., received Yu Lizhong, Secretary of the CPC Haian Municipal Committee, and other government officials who visited the factory and explained how the project was constructed. Yu Lizhong said that the operation of this project makes the treatment of hazardous wastes produced by Haian’s industrial enterprises safe and secure, and it will become an important support for Haian in building an ecological civilization.
